For years he crossed the border by foot to attend a catholic school in Brownville, Texas until his family moved to Calexico, California when he was 14 years old. After graduating from Calexico High School, he received a magna cum laude B.A.
from Harvard in 1993. Tino later enrolled in Yale Law School graduating in 1997, afterward continuing his Ph.D. in Political Science at Stanford University, graduating in 2000.
After law school, he began his career at the U.S.
Treasury Department’s Office of Enforcement serving as Senior Advisor to the Under Secretary from 1997 to 1999 and later clerked for Chief of the U.S. Court of Appeals for the Ninth Circuit.
